Analysis: the economic cost of changing fellowships to work contracts

ANICT recently proposed changes to the current FCT fellowships, where PhD and MSc Scholarships would remain with the current  structure but researchers with BI, BPD or BGCT would be changed to regular work contracts. We now elaborated on this proposal and provide an economic analysis of the costs and benefits associated with this change.

The general principles behind our analysis were:

  • The annual income (before taxes) of the researchers is not altered.
  • The costs associated with this change will be distributed by both the host institution and the researcher.

The full proposal (in Portuguese) can be downloaded here. A brief explanation in English is provided bellow.
